§ 1
The Regulations on the use of the Pedagogical Library in Radom, hereinafter referred to as the “Regulations”, specify the manner and conditions of using the collections owned by the Library and the collections obtained through interlibrary loans.
§ 2
The Library’s collections are available for viewing and lending at the Collections Circulation Department.
§ 3
- During the planned reinstallation of the Prolib library system, the Integro catalogue and the Prolib system are unavailable.
- Readers are informed about the reinstallation date via a message posted on the Library’s website and social media.
§ 4
In order to carry out an inspection of the collections, the Library Director has the right to suspend the issuance of materials or to close individual Departments for a certain period.
§ 5
- Personal data obtained from readers will be processed in accordance with applicable law and on the basis of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of data and on the free movement of data, and repealing Directive 95/46/EU (General Data Protection Regulation).
- The personal data of readers who have not performed any activity on their library account in the last three calendar years, do not have any library materials on loan, and do not have any outstanding debts to the Library will be deleted.
- The administrator of the Readers’ personal data is the Pedagogical Library in Radom, 26-600 Radom, ul. Kościuszki 5A, tel. 48/345-95-50.
- The Administrator has appointed a Personal Data Inspector who can be contacted by e-mail or telephone.
- Readers have the right to lodge a complaint with the supervisory authority responsible for personal data protection, i.e. the President of the Personal Data Protection Office.
- The personal data obtained will be processed for the purpose of carrying out the statutory tasks of the Library.
§ 6
- The Lending Library’s book collection can be used by persons permanently registered in the Masovian Voivodeship or studying in educational institutions in this voivodeship:
- teachers,
- scientists,
- students,
- eighth grade students of primary schools,
- secondary school students,
- other adults.
§ 7
- The condition for using the Library’s collections is to complete and send the Reader pre-registration form available in the library’s INTEGRO catalogue.
- By submitting the form, you confirm that you are familiar with and comply with the regulations and consent to the processing of your personal data.
- Within 7 days from the date of successful submission of the form, please report to the Library with the document on the basis of which remote registration was made in order to verify your data and fully activate your account.
§ 8
Readers receive a personalized library card entitling them to borrow library materials. Library cards may not be transferred to unauthorized persons.
§ 9
Readers are obligated to notify the Library of any changes to their personal data. They can update their personal data themselves by logging into their account in the INTEGRO catalog.
§ 10
- The reader borrows books upon presentation of a library card.
- The reader has the right to borrow at one time:
- teachers – 15 copies of library documents, including up to 5 DVDs from the special collections,
- other Readers – 10 copies of library documents, including up to 5 DVD films from the special collections collection.
- Orders are being processed
- Monday 8.30 – 17.45,
- Tuesday 8.30 – 17.45,
- Wednesday 8.30 – 14.45,
- Thursday 8:30 – 17:45
- Friday 8:30 – 17:45
- Saturday 8.30 – 13.45.
- The waiting time for completed orders does not exceed 15 minutes.
- Completed orders for library documents wait for the Reader for 3 days (excluding library holidays).
- Loan period for library collections:
- books, audiobooks, CDs – 30 days,
- DVD films, school readings on DVD – 3 days,
- educational films, documentaries and series – 7 days,
- educational games – 14 days.
- Before the due date, readers may renew borrowed items in person, by phone, or online. This can only be done if the item is not already reserved by another reader.
- In addition to the renewal made by the reader himself, in justified cases the librarian may make an additional renewal of a borrowed document, and the duration of this renewal is agreed individually by phone or email.
- Failure to return borrowed library documents on time will result in the following consequences:
- automatic blocking of further loans on the Reader’s account by the computer system,
- charging a fee for late return in the amount of:
- PLN 0.30 for each day of delay in keeping the borrowed document,
- PLN 1 for each day after the deadline for returning a DVD film,
- 1 PLN for keeping a document from the Reading Room’s collection.
- sending a written warning at the Reader’s expense,
- If the Reader fails to respond to the reminders and/or payment requests, the library reserves the right to refer the matter to a debt collection agency or to pursue its rights to the retained documents and accrued fees in court (see Appendix No. 3: Debt collection procedure of the Pedagogical Library in Radom).
- Readers can reserve a library item currently on loan. Readers are notified electronically of the availability of the reserved item via email. Once the order is placed, it will be delivered to the reader within 3 days.
- Readers can submit requests to add specific titles to the Library’s collection. These requests will be fulfilled based on the Library’s financial resources and the availability of the desired titles on the market.
§ 11
- The reader is obliged to respect the books and is financially responsible for their damage, destruction or loss.
- Readers and the Librarian are obligated to check the condition of each borrowed and returned book. If any items are missing or damaged, the Reader is obligated to report them to the Librarian.

- buy an identical copy of the same work – the same, or possibly a newer edition, or,
- pay the current value of the lost document. This value cannot be less than:
- 70 PLN – books, CDs, DVDs
- 30 PLN – sheet music.
- for the loss or destruction of one volume of a multi-volume work, a fee is charged as for the entire work, and the remaining volumes are the property of the Library,
- In cases where it is not possible to purchase the same book, the Reader may purchase another one from the list available at the Collections Collections Department.
§ 12
Readers may write down their wishes, complaints and requests in the complaints and requests book located in the Circulation Desk.
§ 13
The Reading Room’s collection is available to all interested parties upon presentation of a library card, ID card or other identity document.
§ 14
- The Reading Room’s collections may only be used on-site. Readers may request access to five volumes or five annuals of periodicals at a time.
- A “Night Loans” service is being introduced. Readers have the right to borrow five books from the Reading Room’s collection each day, one hour before the Library closes, until the next business day (the day the Library is open to readers) by 9:30 a.m. Books must be returned to branches by 12:00 noon.
§ 15
The Library reserves the right to demand a refundable deposit from the Reader for borrowing a document from the Reading Room collection.
§ 16
Requested documents from the Reading Room collection are provided exclusively by the Librarian. Separate rules apply to documents in the reference collection, which readers have free access to during library opening hours.
§ 17
The reader is financially responsible for any damage to the materials provided through their fault. The amount of compensation is determined by the Librarian.
§ 18
Persons using the Reading Room are obliged to:
- careful handling of shared documents, including a ban on underlining, tracing, and using books and magazines as writing pads,
- reporting any defects and damage to documents to the librarian,
- ban on telephone calls,
- maintaining silence.
§ 19
The interlibrary loan service fulfills orders from national libraries.
§ 20
The condition for using the Interlibrary Loan is to have a library card.
§ 21
Orders for books from other libraries can be placed via:
- electronically – on a special form of the Interlibrary Loan Register available on the library website (LINK),
- in person – at the Library.
§ 22
The Reader may place an order for 3 book titles at a time.
§ 23
Books ordered and brought from another library will only be available for use on-site in the Reading Room.
§ 24
The loan period for books is determined by the Librarian in consultation with the home library from which the book comes.
§ 25
A book in the collection of the Pedagogical Library in Radom or its branches cannot be imported from another library.
§ 26
The Reader is financially responsible for the loss or destruction of a book.
§ 27
The costs associated with bringing and returning library materials are covered by the Library.
§ 28
The library allows you to pay fees charged in the PROLIB library system using the electronic payment system operated by PayU S.A.
§ 29
Fees charged by the library system in accordance with the current Regulations on the provision of access to collections at the Pedagogical Library in Radom are visible on the Reader’s electronic account.
§ 30
The following fees can be paid through the electronic payment system: overdue library materials, correspondence, lost or damaged library materials, and duplicate library card payments. The due amount cannot be divided into installments.
§ 31
Electronic payment is available to Users who have provided and verified their email address in the library’s PROLIB system. Electronic payments are subject to a transaction processing fee (transaction processing cost), which is a fixed amount of PLN 0.22 + 1.7% per transaction. The fee charged by PayU S.A. is subject to change.
§ 32
After settling the payment via the electronic system, the User receives confirmation of the operation to the e-mail address registered in the library’s PROLIB system.
§ 33
Complaints related to electronic payments should be reported to the following e-mail address: wypozyczalnia@bp.radom.pl, within 14 days from the date of payment.
§ 34
Complaints must include the following: the name and surname of the person filing the complaint, library card number, payment date, payment amount, and the reason for the complaint. Complaints without the required information will not be processed.
§ 35
The Library is obligated to review complaints within 14 days of submission. If the complaint is not reviewed within this timeframe, the Library will notify the User of the reasons for the delay and the expected review date. Information about the submitted complaint will be sent to the email address registered in the library’s PROLIB system.
§ 36
The result of considering a complaint may be: acceptance of the complaint or refusal to accept the complaint.
§ 37
The Library is not responsible for technical problems attributable to the online payment operator.
§ 38
Game rental is a paid service.
§ 39
Readers can borrow 2 board games at a time.
§ 40
Games are borrowed for a period of 14 days, after which the reader may extend the game once for another 14 days, unless it has been reserved by another reader.
§ 41
It is recommended that the Reader check the condition of the game and its completeness before borrowing it.
§ 42
The Library employee collecting the borrowed game from the Reader is obliged to check its condition and completeness.
§ 43
In the event of damage or incompleteness of the game, the Reader is obliged to:
- repurchase of an identical item,
- or payment of its equivalent.
§ 44
Failure to return the game on time will result in a fee of PLN 0.30 for each day of delay.
§ 45
E-book borrowing is possible for all registered users of the Pedagogical Library in Radom who have access to the Integro catalogue.
§ 46
E-book files available in our database are saved in PDF and EPUB format and are opened automatically in a special viewer built into the INTEGRO catalog.
§ 47
Borrowing an e-book is done by selecting the file format and accepting the online lending regulations.
§ 48
The reader can borrow 1 copy of the e-book at a time.
§ 49
The maximum e-book rental period is 21 days.
§ 50
The reader can open the borrowed e-book file in the INTEGRO catalogue until its return deadline.
§ 51
The e-book is returned automatically from the borrower’s account.
§ 52
The reader may return the borrowed e-book at any time.
§ 53
The user can extend the rental period as long as the e-book is not reserved by another user
§ 54
If the e-book that the reader wants to borrow is currently unavailable (borrowed), it is possible to reserve it.
§ 55
When the reserved copy is returned, the system will automatically loan the reserved e-book to the account of the reader who is first in the reservation queue.
§ 56
The user is obliged to use e-books only for personal use.
§ 57
Copying, sharing, or publishing e-books in any form is prohibited. It is prohibited to use e-books for purposes beyond personal use, including, in particular:
a. distributing or marketing borrowed e-books,
b. modifying or duplicating the content of e-books,
c. using e-books for commercial purposes, in particular distributing their content or uploading them to the Internet.
§ 58
Violation of the rules of use of e-books will result in the blocking of the user’s account until the matter is resolved.
§ 59
The library may act as an intermediary in the distribution of free access codes to external, commercial digital platforms offering access to audiobooks and e-books.
§ 60
The rules for allocating free codes to our readers and the methods of their distribution are regulated by the guidelines imposed by the platform owner.
§ 61
Failure to comply with the Regulations may result in temporary or permanent deprivation of the Reader’s rights.
§ 62
A decision to temporarily or permanently deprive a reader of his or her rights may be appealed to the Library Director.
§ 63
For fees paid to the Library, as specified in these Regulations, the Reader receives a proof of payment.
§ 64
The fees imposed by the Regulations are specified in Annex 2 to the Regulations. These fees are subject to change.
§ 65
The reader has the right to submit an application to the Library Director for deferment or instalment payment of part or all of the accrued fees (see Appendix No. 4: Procedure for cancellation of dues, payment by instalments and deferral of payments and Appendix No. 5: Application for deferment or instalment payment of dues due to the Pedagogical Library in Radom).
§ 66
The resolution of specific issues not covered by the provisions of these Regulations is the responsibility of the Library Director.

Borrowing/sharing limits for reading statuses

We would like to inform you that our library has signed an agreement with the National Debt Register BIG S.A. in order to more effectively recover overdue debts from readers with overdue financial obligations to our institution.
We care about the efficient functioning of the library and equal access to its resources. Therefore, we encourage all readers to settle their obligations within the specified deadlines.
